Public Administration and Foundations are one of the main sources of recruitment and grant information and software systems in our country. Typically, administrative specifications specifying that vendors and companies must deliver the source code and documentation of its developments at project completion. However this does not always adequately met.

The consequences are very negative:

    
* Difficult to change people's projects regardless of the developer.
    
* Inability to reuse code across multiple projects similar functional characteristics.
    
* Inefficiencies in the management of public resources (increasingly scarce).

Through a centralized repository (Diputación Provincial, Regional Government or Ministry of the Government of Spain), can be maintained continuously updated database of all projects contracted by incorporating the documentation and source code for each of them, facilitating the maintenance and interoperability of information systems and avoid duplication of developments.

It is estimated that a project like this can save up to 30% on the cost of software development.

The repositories are interoperable based on standards like XML and can exchange information between them, facilitating technological cooperation and a more rational use of economic resources.

First of all developments shall be adjusted in place (ensuring the registration and documentation) and for all developments put up for tender thereafter shall be required as part of the conditions of employment, registration of works and delivery and maintenance of all documentation associated with the project: delivery of new versions, documentation updates, etc..

This type of repository can be opened to private companies to systematize and record all technological developments as a way to enhance the R & D & I to provide high value-added services to enterprises.
